Jerry Monier, Jr. presently serves as a
Plans, Training and Exercise Officer with the Louisiana Department of Health and Hospital-Office of
Public Health-Public Health Emergency Preparedness Response Section. Monier
presently manages the day to day operations of the Section, and serves as the
Chief Planner and Operations Officer for the Section. In emergency situations,
Monier supervises and manages the Statewide OPH-Emergency Operations Center in
Baton Rouge, Louisiana.
Prior to his employ with the State, Monier
served as a Lieutenant with the Lafourche Parish Sheriff’s Office in Thibodaux,
Louisiana. As a Lieutenant, Monier supervised the Support Services Division of
the Sheriff’s Office. Sections under Monier’s supervision included Emergency
Response, School Resource Officers, Weed and Seed, Community Policing Section,
K9 Section, Crisis Management Unit and Mounted Section. Monier is a Hazardous
Materials Technician, and has provided training on modifying the Incident
Command System, into educational and other non traditional response partners.
Monier has served as an Advisor to Louisiana
Attorney General Richard Ieyoub’s Office. As an Advisor the AG’s Office Monier
developed a Statewide School Based Crisis Response Plan, and provided
instruction to the State Department of Education and Law Enforcement Agencies,
in developing collaborative community based approaches to School Shootings and
other School based crisis. Monier has also served as an advisor to the US
Department of Education in developing national templates for community based
partnerships in School based Community Policing and crisis response.
Monier has also served as a local law enforcement advisor to the United States
Attorney’s Office for the Eastern District of Louisiana in New Orleans. As
an advisor to the US Attorney’s Office, Monier assisted in the development of
strategic plans for homeland security initiatives in Rural Parishes and
jurisdictions. He has also worked on developing collaborative approaches
for industry and local law enforcement.
Monier was also instrumental in developing
the River/Bayou Parishes Mutual Aid and Assistance Task Force. This Task Force
was the first such organization developed in the State of Louisiana. Through
Cooperative Agreements between the 6 Sheriff’s Offices and 6 Parish Office’s of
Emergency Preparedness in the River/Bayou Parish Region of Louisiana, all
organizations agreed to pool financial and personnel resources to develop a
comprehensive response plan for the Region. This Program has been used as a
model for other Regions within the State as well as on a National Level. Monier
was awarded the 2003 Dedication Award by the Louisiana Emergency Preparedness
Association for his efforts in developing this Initiative. |
